My passive skills are mostly sheild+ stuff, and the life on block, occasionally swapping something out for the "you can use a two handed weapon in one hand" passive when I have a two handed weapon that's much better. What I've been doing isn't a particularly good way to use it but just fyi since it's on topic: I have condemnation, heaven's fury, falling sword, legal flavor of the month, punish, and Fist of the Heavens as my active skills. I bet you could make it work once you get some decent gear. And you miss out on a lot of potential from using those other slots to do this. The problem of course, is that you're now using up 2+ active slots and 1passive slot in order to get increase your ability to spam what is, basically, not a hugely damaging ability in the first place. And the wrath passive does a really good job helping you keep your wrath up. Don't really remember the second, but I'm pretty sure there was at least one other choice, if not more. One was that shield skill that gives you 1 wrath for everyone guy hit, and can be used (i think) every 12 seconds. I vaguely remember there being two, none of which I've tried.
you'd probably need one of the heavy wrath generators. I haven't made a successful one with it (I use it, but mostly because I like the light and am willing to sort of waste a slot on it for now.)
